Futuristic B-movie revolving around genetically altered people who can use their minds to physically attack others. This is a sequel; one of the bad "scanners" is out for revenge against a good "scanner". Gene has an apperance as the director of the institute in which the bad guy was imprisoned until he made his escape and went back out to wreak havoc. Plenty of action and gore.
